This is the 'shelter' at Aviles, Asturia. Cuencanimal and Associacion Salvanimal-France have sent this report.
'The deplorable situation of these dogs and cats shows the lack of sensitivity that has Pilar Varela, mayor of the Municipality of Avilés, for animals
When you get to where they are crowded, more than eighty dogs and cats are housed there, a strong smell hits you, anticipating the terrible images of the situation these animals are forced to exist in. A sign at the entrance warns that "No animals are picked up or delivered'. Dogs and cats barely survive in this hell of Avilés, sharing their space with tons of rubble and dirt, with rats, in cages consisting of pallets and mattresses.
These animals are subjected to constant confinement, living among their own faeces, with no sanitation, never leaving the dirt in which they live, condemned to share accommodation with rats and fleas that move between the garbage around them. The barking when someone approaches can be heard from far away and the sound becomes deafening, absolutely deafening, sometimes unbearable. People in the neighbourhood know about these cages. Miluce "a middle-aged woman, has about eighty dogs and cats but nobody gets to see them because she always stops them.
A complaint has been lodged by El Refugio in the Court of Avilés against a middle-aged woman who claims she maintains a terrific facility. In those facilities located near the district of La Luz Aviles in the road that joins the A-8 in this neighbourhood, over eighty dogs and cats suffer at the hands of their alleged caregivers and this has gone on for at least ten years, a constant state of neglect and abuse, allegedly resulting in death in some cases, because the facilities are inappropriate for the care of the animals housed there.
The complaint reads: "The animals are housed in a massive and uncontrolled environment, with a variety of breeds and their state of health shows an abysmal lack of food, poor hygiene, lack of standard veterinary care, unsanitary conditions, surrounded by faeces and urine, among rodents and other vermin (fleas ...), causing a risk not only for animals but also for public health
We believe that these facts can now be considered criminal. Where are the animal protection people?
For this reason, in addition to charges against alleged perpetrators of the acts of abuse and neglect to these animals at the refuge, the City of Aviles is also responsible, because it allegedly knew the situation perfectly, and far from eradicating it, continues to allow these deplorable conditions to still operate.
According to El Refugio in some cases, some facilities that apparently protected animals are collected but never do.
El Refugio want to promote a dignified exit for over eighty dogs and cats that remain in these facilities through the protective associations of the collection service zona. The official of Ayuntamiento de Aviles for over ten years is the Xelán, a company located in Pola de Siero, sacrificing over two hundred dogs and cats a year and receives 72,000 € annual collection and sacrifice.
Protection associations in the area have for a decade demanded a municipal shelter, which Pilar Varela, mayor of the Municipality of Avilés, continues to refuse all this time, despite the fact that the municipality has undertaken to do so in a council meeting
The deplorable situation of these dogs and cats shows a complete lack of sensitivity for animals by Pilar Varela, mayor of the Municipality of Avilés. The city of Aviles is aware of this for many years and does nothing to end it. From the refuge we reported the facts and now people know about it and we will use all our legal means to make sure the alleged perpetrators are punished. "
